Step by step
- Find your sewer agency on your utility bill or SacSewer's address lookup.
- Call that agency first; most check the public side free.
- If its side is clear, hire a licensed plumber, and get a permit for any repair.
What is the difference between the upper and lower lateral?
The lateral is the pipe from your house to the public sewer main. The upper lateral is the private part on your property. The lower lateral is the part in the public right-of-way or an easement, between your property and the main.
SacSewer's 2026 ordinance gives the owner sole responsibility for clearing, inspecting, maintaining and repairing the upper lateral, including any backwater valve. The dividing point is typically the SacSewer cleanout or, without one, the edge of the easement or right-of-way (SacSewer Ordinance). The Insurance Information Institute notes many owners are responsible all the way to the main, so local rules matter.
Who owns what, agency by agency?
Here's how the region's agencies describe the split. Confirm with yours before paying for work near the street.
- SacSewer: owns the lower lateral from its cleanout to the main; you own the upper lateral. Call (916) 875-6730 (SacSewer).
- City of Sacramento: the owner owns the service from the house to the main, though the Department of Utilities assists with repairs in the lower lateral. Call 311 (City of Sacramento).
- Roseville: homeowners are typically responsible for the line from the house to the city's lateral connection. Call (916) 774-5750 (City of Roseville).
- Folsom: the owner maintains the upper lateral, including backflow devices; the city maintains the lower lateral where it owns the main (Folsom Municipal Code 13.08.140).
- South Placer MUD (Rocklin, Loomis, part of Granite Bay): owns the public sewer in the right-of-way or easement; you own the building drain and upper lateral. Call (916) 786-8555 (SPMUD).
- El Dorado Irrigation District: checks whether the problem is on your side of the cleanout. Call (530) 622-4513 (EID).
- Davis: the owner maintains the upper lateral; the city maintains service laterals, typically from just past the cleanout behind the sidewalk (City of Davis).
- Woodland: the owner maintains the building sewer; the city maintains the part from the city sewer to the property line or curb line (Woodland Municipal Code).
- West Sacramento: owners keep the building sewer portion of the side sewer in good repair at their own expense (Municipal Code 13.09.160).
- Placerville: everything from the main to the house is private, even under a road (City of Placerville).
- Placer County sewer districts: owners maintain both the building sewer and the service sewer to the county main (Placer County).
Will the agency check my line for free?
Most will check their own side. SacSewer aims to arrive within two hours and repairs problems in its portion at no cost (SacSewer). South Placer MUD will find the problem, tell you whose it is and fix public-side problems free; EID and Davis say much the same.
How does it work in the City of Sacramento's combined sewer area?
The city's original combined system, serving mainly Downtown, East Sacramento and Land Park, carries stormwater and sewage in the same pipes (City of Sacramento). Ownership is the same citywide: you own the service to the main, and a city specialist checks the main and your lateral when you report a backup to 311.
The city's sewer standards say that where a backwater device is required, it goes upstream of the cleanout, outside the public right-of-way, and the property owner maintains it (City of Sacramento). Not every Sacramento address is on the city's system; SacSewer serves roughly 35 percent of the city's area.
Who pays when a street tree's roots cause the problem?
Usually the owner, for roots in the private lateral. Davis says owners are responsible for the upper lateral even if roots come from public trees, and South Placer MUD treats a root blockage in its pipe as the owner's cost beyond clearing it. Ask your agency.
Do I need a backwater valve?
You do if any drain fixture sits lower than the next upstream manhole cover on the public sewer, under California Plumbing Code 710.1 (City of Palo Alto). SacSewer's ordinance says the owner must install and maintain it, and SacSewer may not be responsible for backup damage if it's missing or neglected.
How can I pay for a private lateral repair?
SacSewer's Upper Lateral Loan Program offers low-interest loans of up to $15,000 with 5- to 10-year terms. Some insurers sell a service line endorsement for buried sewer pipe, while standard policies usually exclude wear and tear (CDI). Renters should report problems to the landlord, who must keep plumbing in good working order under Civil Code 1941.1 (DRE).
